Why do Vintage players care?

Because Phyrexian Negator is on the reserved list.

Wow that's good news. I'd be totally ok with reprinting a lot of the stuff on that list. Imperial Seal, Mana Crypt, Drains, etc. being reprinted would be awesome for Vintage. Imagine how much the format would grow if someone gets a Drain or two and just wants to play them in something.

Hoping for some cool artifact (foil Mana Crypt?) in FTV: Relics now.

Also, what's the deal with the reserve list not applying to "premium cards?" Does that mean all foils, or just promos like the Judge or FNM ones?

AFAIK, promos. They already released Phyrexian Negator as a Judge Foil in 2004. Hopefully this will result in them doing more reprints in sets like Negator, especially for FTV boxes.

A lot of people debate what exactly the reserved list means, because of the clause that it applies to "non-premium" cards. There are multiple ways to interpret it, but the best metric of what it means is how Wizards has obeyed it - by explicitly not printing cards that are on it, like they did with FTV: Exiled and other sets.

This is breaking new territory at least in Wizards' printing behavior, though still reasonable to expect that they will keep collectors in mind when they print something new. I doubt anything very valuable will get reprinted, unfortunately.

Edit: Also, Mana Crypt isn't on it anyways.

Moxen that are colorless Eldrazi creatures, with haste, and they cost 2. This is why they made Eye of Ugin, obviously.
